No place of refuge for vessels in distress may cause situations with serious repercussions. 

Nonetheless, coastal states would often rather have such vessels out of their waters than inside their ports. 

Despite the EU's 2015 Operational Guidelines on Places of Refuge this dilemma is far from being properly dissolved.

The problem of places of refuge for vessels in distress has been persisting for as long as maritime trade exists.
