Throughout the report were a wide range of development goals that are familiar to followers of China's policy agenda.
While some of the oft-mentioned goals are simpler to make measurable progress on - issues like administrative reform or support for industrial clusters - other, more structural goals that demand considerable change and upsetting of vested interests also reappeared.
